About Quintain

Quintain is a property development and investment company listed on the London Stock Exchange. It specialises in delivering major regeneration projects in the UK and purchased its first landholdings at Wembley in August 2002.


Quintain owns the Wembley complex, which currently hosts 2.5m visitors a year and over 300 national and international events across the Arena, Conference and Exhibition Centre. The Arena is the world's must-play rock venue – The Beatles played here in the 1960s and The Rolling Stones return later this year

The Site

Quintain owns the land shown within the red-line below. This is over 55 acres surrounding, but not including, the new National Stadium. It includes Wembley Arena, Wembley Conference and Exhibition Centre, Elvin House, the Palace of Arts and the Palace of Industry.

Already playing host to millions of visitors each year, the land offers huge scope to create a new environment for the Stadium, Arena and other facilities as well as providing new jobs, new homes and safe and welcoming public spaces.

 

The National Stadium

In 2006, the new National Stadium will open, welcoming around 4 mIllions visitors a year to Wembley and transforming the local landscape. Its new arch will stand 140 metres above its piazza – large enough to fit the London Eye underneath – and will dominate the skyline of North West London.

Its scale presents a huge challenge for Wembley, which needs and deserves a setting for the stadium of which it can be proud.

Quintain want to spread out arrival and departure times for large events at Wembley, so that people arrive early and stay late, spending their money in the local economy and easing the pressure on the transport network.

A clear vision from Brent Council

In late 2002, Brent Council published ‘Our Vision for a New Wembley’ which outlined what the Council wants for Wembley's future.

A new modern, urban and exciting place with the National Stadium as its centrepiece
High quality, state of the art, leisure, business and retail facilities
A centre for work with a wide range of job opportunities
A mixture of quality housing
A world class destination providing a wealth of opportunity for local people

Quintain supports this vision. Its plans are designed to deliver the first phase of regeneration on its land and act as a catalyst for the regeneration of the wider Wembley area.

 

A special place


Wembley is one of the most culturally diverse areas anywhere in the world and 'New Wembley' must welcome all of Brent’s communities. Quintain will ensure this diversity is reflected and that everyone has access to the jobs and opportunities created. Quintain intend to work with the various community and other groups during this process to ensure that a wide range of interests are reflected in the final plans.

Wembley is a unique and special place, known across the world. The building of the new National Stadium provides a one-off opportunity to further enhance this and to create a new and better Wembley.

 

Excellent transport infrastructure

Few areas of London can match the existing network of rail, tube, bus and road provision at Wembley.

Under proposals for the new Stadium, improvements are planned for Wembley Park and Wembley Stadium stations as well as a refurbishment of Wembley Central. In addition to three stations, buses already connect Wembley to North, West and Central London.

This infrastructure enables Quintain to plan a sustainable development, which promotes public transport use and challenges the traditional dominance of the car. The pedestrian and cyclist will be given priority over the car, with parking on site limited and away from view.

 

Quintain's Regeneration Principles


Deliver long term regeneration


Quintain is committed to the long term future of Wembley and intends to become active members of the community. Quintain’s success will be linked to the wider success of transforming Wembley and delivering a regeneration programme which will last many years.

 

Create lots of new jobs

The site as it is now provides employment for a fraction of what it possible. ‘New Wembley’ will bring thousands of new jobs to the area together with local employment initiatives and other schemes to ensure local people benefit from these opportunities.



Deliver high quality new homes

Brent has a growing population and 'New Wembley' therefore has to be as much a home as a destination. Quintain will deliver a range of high quality apartments, including substantial affordable housing for key workers and those on low incomes in the community.

 

Keep events, conference and exhibitions space at Wembley

Wembley Arena will see significant new investment as its facilities are improved and modernised. The conference and exhibition businesses will also be maintained, although not in their current state and in the longer term these may be moved to either the new National Stadium or within a new hotel on the site.

 

Deliver new leisure and shopping facilities

Quintain will develop other leisure uses such as a cinema, bowling alley and nightclub to create an unrivalled leisure mix and provide new options for entertainment and relaxation at Wembley. Quintain are also examining options specifically for young people and will provide a range of shops for residents, workers and visitors alike.

 

Create high quality new public spaces

Welcoming public spaces provide a community heart and focus and the land being regenerated is large enough to fit in Covent Garden, Leicester Square and Trafalgar Square – a graphic demonstration of the potential for 'New Wembley'.

Plans are therefore being developed around two new large public squares for Wembley with open space, shops, restaurants and bars for locals and visitors alike. Quintain also wants to retain Wembley Market which plays an important part in the local community.

 

Utilise top quality design

Quintain is committed to the highest standards in urban design and the creation of a safe and sustainable local environment. The Masterplan it self is being designed by the Richard Rogers Partnership, one of world’s most renowned and successful architecture practices.

 

Quintain’s Initial Proposals

Quintain plans pedestrian-friendly, secure and cheerful public spaces, where people will want to live, work, meet, socialise and relax.

The design is based around two new public spaces for London, connected by a public boulevard lined with ground floor shops, restaurants and community facilities. They will be designed to cope with crowds and yet be great spaces in their own right on non-event days too.

This will create a central public focus and provide the linkages to the rest of the Wembley – specifically to Wembley High Road and up to Wembley Park. Quintain recognise that regeneration must be spread across the Borough and new development will not replace existing town centres.

The proposals for this area can deliver a New Wembley with:

New jobs – To create a sustainable economic heart for a bustling, vibrant community during the day as well as in the evening.

New homes – With a substantial proportion of affordable housing for local people and key workers such as the police, nurses and teachers. The for-sale housing will provide a mix of different size and type of apartment to suit a range of buyers.

New areas of attractive open space – Through the new public squares, piazzas, streets and meeting places.
New shops – To meet the needs of the residents and visitors alike and complement the new National Stadium. It is intended that these will have wide appeal to Brent’s various communities.
New restaurants, pubs and bars – To provide a range of quality and value eating and drinking with a wide choice to suit the tastes of a diverse local community.
New leisure facilities – Quintain are exploring the provision of a 12 screen multiplex cinema, ten pin bowling, a skate-park or climbing wall for young people and other options.
New community facilities – There will be a crèche and nursery, and Quintain are also talking with Brent Council about health and education provision.
A refurbished Arena – To continue to play host to the greatest music and entertainment events at Wembley.
Conference and Exhibition Facilities – This may be located in the hotel or possibly as part of the new National Stadium. The combination of the Arena, Stadium, hotel and conference facilities will maintain and enhance Wembley as an events destination.
New office space – To attract a range of companies and uses. This could include the siting of a new Civic Centre for Brent Council to bring together many of its disparate offices.
A new hotel – Quintain plan a flagship hotel in a prime location together with a health and fitness club.
Parking – Parking for the stadium and the regeneration itself will be underground and away from view in secure, managed car parks.

Once the comments and feedback received from this process have been assessed, Quintain will come back with a second public exhibition later in the Summer. Quintain are committed to a process of ongoing dialogue with the local community and this second consultation will:

Explain how the scheme has moved on
Give more detailed information than is available now
Provide a further opportunity to comment before a planning application is made

Quintain expect to submit a planning application in the Autumn of 2003. This will be followed by a further consultation process organised by Brent Council.
